The President regrets that he himself cannot be with Carnegie at the Peace Congress at the Hague. He praises his Secretary of State, Elihu Root, who will attend." ... no man in the country is better fitted than he to address you on the subject you have so much at heart ..." He hopes the purposes of the conference may be accomplished but he beseeches Carnegie to remember that though working for peace " ... it is even more our duty to work for righteousness and justice ..."
